This page is designed by the 2022 Charter Commission to help you learn about the proposed charter changes.

The Charter is Portland’s foundational document, much like our city’s version of the Constitution. A commission of 12 residents worked for a year on proposed changes to send to you, the voters of Portland, Maine. We hope this website will inform you as you make your own decisions about how to vote.

Throughout 2021-22, the Charter Commission held public meetings where we heard public comment, hosted experts, residents, city staff and municipal legislators, and discussed and voted on proposals. We are now sending 8 ballot questions that contain all our proposed changes to the charter to voters on November 8, 2022.

Where are we in the Charter Review Process?

The Charter Commission has completed our public meetings and submitted our proposed recommendations to the city council. Our final report will have a public hearing in front of the City Council on September 11. At this meeting the council will vote on how to include the 8 proposed ballot questions on the November ballot.
